IBBI has further extended the last date for submission of all applicable PGIRP forms to 31 December 2026. Its 24 September 2026 circular also states that penalties for delayed submission or modification of these forms will be levied only after that date. Insolvency professionals handling personal guarantors to corporate debtors should update their filing register, check the information against supporting documents and retain submission acknowledgements.

The change concerns IBBI's electronic monitoring forms. It does not, by itself, extend an NCLT filing date, alter an individual court order or grant a new moratorium. This article explains the September circular as a current compliance update; it is not an announcement of a new circular issued today.

What changed: 30 September to 31 December 2026

Circular IBBI/II/108/2026, dated 24 September 2026, makes two changes: the last date for submission of all applicable PGIRP forms is further extended to 31 December 2026, and penalties for delayed submission or modification will be levied only after 31 December 2026.

The circular recalls the electronic PGIRP-1 to PGIRP-6 framework introduced on 6 March 2026. The earlier 9 July 2026 circular, IBBI/II/104/2026, had moved the applicable deadline to 30 September 2026. The September circular provides the further extension. A compliance calendar still displaying 30 September as the last date for the affected submissions should therefore be revised.

This is an issued circular, rather than a consultation proposal. The official IBBI circular register was checked on 9 October 2026; no later PGIRP deadline circular was displayed above it in that register at the time of review.

Who needs to act

The circular is addressed to registered insolvency professionals, recognised insolvency professional entities and registered insolvency professional agencies. The direct filing task belongs to the IP responsible for the relevant personal-guarantor process. An IPE or IPA supporting that work can use the revised date in its compliance review and follow up on missing acknowledgements. The July notice linked the affected submissions to paragraph 9 of the March framework; check that framework rather than treating this extension as a permanent replacement for every future form deadline.

For a company or lender reviewing a connected guarantor matter, the useful question is whether the responsible IP has identified and filed the applicable monitoring forms. The extension does not mean that every company director must file every PGIRP form. Applicability should be checked against the relevant process, the underlying framework and the current official filing instructions.

For a separate explanation of the insolvency application and tribunal process, see our Section 95 personal-guarantor insolvency guide.

An extension is not permission to submit placeholder figures

The July circular specifically addresses incorrect or incomplete information, including zero values entered across mandatory fields merely to complete a submission. It directs IPs to ensure that PGIRP information is accurate, truthful and consistent with the supporting documents, and states that timely and precise filing remains the IP's responsibility.

The September circular changes the submission deadline and the point after which delayed-submission or modification penalties will be levied. It does not state that inaccurate reporting is acceptable. Treat the additional time as an opportunity to reconcile the case file with the electronic return.

Practical filing checklist before 31 December

The following is a suggested internal control checklist, rather than a new statutory form or a list of additional requirements imposed by the September circular.

  • Build a matter-by-matter register of the applicable PGIRP forms, the responsible IP, the process stage and the current filing status. Identify pending submissions and corrections separately.

  • Reconcile each proposed entry with the supporting case records. Investigate missing information and inconsistent figures before submission; avoid using a zero as a substitute for an unresolved fact.

  • Update the affected deadline from 30 September to 31 December 2026. Set an earlier internal review date so technical issues can be resolved before the last day.

  • Retain the acknowledgement, submission timestamp, supporting-document version and any correction history for each filing. A completed internal checklist should not be treated as proof that the form reached the portal.

  • Log technical errors with the affected form and date, and preserve relevant screenshots or error messages. The September circular identifies support.form@ibbi.gov.in for electronic-filing difficulties; avoid assuming that raising a support request itself grants a further extension.

  • Check the official IBBI register and current filing instructions again before final submission, especially if a later notice or updated portal instruction appears.

Where an earlier filing needs modification, the September circular expressly addresses delayed submission or modification in its penalty timing provision. It does not prescribe a fee amount in that paragraph. Check the applicable framework and the live portal rather than importing a charge from a different insolvency process.

Keep liquidation fees and PGIRP deadlines separate

IBBI also issued a liquidation-form fee circular on 24 September 2026. That is a separate instrument under Regulation 47B of the Liquidation Process Regulations. Our liquidation form late-fee explanation covers its scope.

Do not apply the liquidation circular's fee wording to PGIRP forms merely because both notices were issued on the same date. Equally, do not use the PGIRP extension as evidence that a liquidation-form deadline has changed.

Frequently asked questions

What is the revised PGIRP submission deadline?

The 24 September 2026 circular further extends the last date for submission of all applicable PGIRP forms to 31 December 2026.

When will delayed-submission or modification penalties be levied?

The circular says these penalties will be levied only after 31 December 2026. It does not state the penalty amount in this notice or waive every other compliance obligation.

Can the IP file inaccurate figures now and correct them later?

The July circular requires accurate, truthful information consistent with supporting documents. An extended filing date should not be treated as permission to submit placeholder or knowingly incorrect figures.

Does this circular extend court deadlines or the guarantor's moratorium?

The circular addresses IBBI electronic monitoring forms. It contains no extension of an individual court deadline or of a moratorium. Those questions require a separate examination of the applicable law and orders.

Is this new law issued on 9 October 2026?

No. This article was reviewed on 9 October 2026 and explains the issued circular dated 24 September 2026. Its publication date should not be confused with the source date.
