GST Invoice Management System (IMS): ITC Review Checklist for Ahmedabad Businesses

GSTN’s official Invoice Management System (IMS) advisory changes the way recipient taxpayers should review purchase invoices before relying on input tax credit. The portal allows a recipient to accept, reject or keep a record pending. For an Ahmedabad business, the practical issue is not simply whether an invoice appears on the dashboard. The finance team must understand how its action affects GSTR-2B, GSTR-3B and the next reconciliation cycle.

What the GSTN IMS workflow does

GSTN describes IMS as a portal process for matching recipient records with invoices reported by suppliers in GSTR-1, IFF or GSTR-1A. A recipient can accept an invoice, reject it or keep it pending for a later decision. If no action is taken, the record is treated as deemed accepted at the time of GSTR-2B generation, subject to the advisory’s stated workflow.

Accepted records move into the ITC-available section of GSTR-2B and the corresponding tax can auto-populate in GSTR-3B. Rejected records are excluded from the relevant GSTR-2B calculation. Pending records are carried forward in IMS and are not included for that month. These outcomes make invoice review a controlled tax process rather than an informal bookkeeping step.

Practice guide for professionals

For a table-by-table working reference on the annual return and reconciliation statement, see the GSTR-9 & GSTR-9C Practical Working Guide (PDF, ₹299).

Key controls for an Ahmedabad finance team

  • Map every supplier invoice in IMS to the purchase register, goods-receipt or service evidence and the underlying contract or work order.

  • Do not treat an accepted or deemed-accepted record as a substitute for testing eligibility, business purpose and the applicable statutory conditions for ITC.

  • Record why an invoice was rejected or kept pending, who approved the decision and what follow-up is required from the supplier.

  • Recompute GSTR-2B if an action is taken after the draft statement is generated, as directed in the GSTN advisory.

  • Keep a separate exception register for amended invoices, credit notes, reverse-charge items and records approaching the statutory time limit for ITC.

Amendments, credit notes and sequential GSTR-2B

The advisory contains specific rules for amendments and credit notes. It also states that GSTR-2B will be sequential: the system generates a return period’s statement only after the previous period’s GSTR-3B is filed. An amended record may therefore need a different review sequence from an original invoice. The team should preserve the original action, the amendment history and the return period in which the record is ultimately considered.

Practical IMS checklist before filing GSTR-3B

  1. Download or preserve the relevant IMS and GSTR-2B working reports.

  2. Reconcile accepted, rejected, pending and deemed-accepted records to the books.

  3. Escalate unmatched or disputed invoices to procurement and the supplier before the return is filed.

  4. Check whether any post-14th action requires recomputation and whether a pending item should remain pending.
